Mission Statement

The mission of the Office of the City Clerk is to seek to provide quality customer service to both its internal and external customers.

Services, Functions and Activities

The City Clerk is one of three Charter Officials. The City Clerk is appointed by the City Council and serves as the secretary of the City Council. The City Clerk is responsible for giving notices of all Council meetings to its members and the public as well as keeping accurate recordings of the proceedings in the form of written minutes and/or audio recording. In addition, the City Clerk serves as the Financial Disclosure Coordinator with the Florida Commission on Ethics; serves as the Records Management Liaison with the Florida Department of State; Municipal Supervisor of Elections and maintains custody of City records including agreements, contracts, ordinances, resolutions and proclamations. The City Clerk is responsible for attending bid openings, all vehicle title and registrations, codification and recording of all ordinances, resolutions and legal documents that are adopted by the City Council, collecting various fees and payments, administering oaths and provide notarial services.

Our goal is to serve as the premier source of information for residents, businesses, visitors, and employees of the City of Homestead.

Goals and Measurements

Organizational Performance:

Ensure City Records are properly collected, organized, and recorded in a timely fashion.

  • 95% of records executed, published, and filed within 10 days of adoption. (Resolutions, Ordinances and Minutes)
  1. An internal time log will be kept from adoption to full execution of each Resolution, Ordinance and set of Minutes.
  2. A charge account will be set up with the Miami-Dade County Clerk of Courts to expedite recordation.

Ensure timeliness in disseminating agenda packets for City Council and Committee Meetings.

  • 95% increase in time agenda packets are available to Council by 12 Noon the Friday prior to the Meeting. (Council, COW and CRA)
  1. Both Staff and applicants will strictly adhere to deadlines set forth when submitting new agenda items.
  2. Agenda packets will be scanned and distributed, thereby reducing the amount of hard copy packets created.

Community Emphasis:

Coordinate Voter Registration Drives throughout the year.

  • Host one Voter Registration Drive per quarter year round.
  1. The City Clerk’s Office will coordinate with the Miami-Dade Elections Outreach Unit to schedule voter registration drives.

Innovation:

  • Estoppel Letters will be maintained and processed in an expeditious manner. 90% of Estoppel Letters (lien searches) will be executed within four business days for regular service and within 24 hours for rush service.
  1. The use of scanned copies and email will be implemented to reduce turnaround time and errors.
